The Federal Government has launched a nationwide audit of its civil service workforce, directing all Ministries, Departments, and Agencies (MDAs) to submit updated nominal rolls and officer details via the Integrated Personnel and Payroll Information System (IPPIS).
This move, announced through a circular dated July 7, 2025, is part of efforts to identify existing and potential vacancies and improve workforce planning within the public sector.
A nominal roll is an official record listing employees in an organisation and is used for administrative and identification purposes.
The circular, signed by the Permanent Secretary of the Career Management Office, Fatima Mahmoud, on behalf of the Head of the Civil Service of the Federation, Dr. Didi Walson-Jack, was addressed to all ministers, heads of agencies, parastatals, security agencies, and permanent secretaries.
“In line with ongoing efforts to update the nominal roll of officers under the common pool of the Office of the Head of the Civil Service of the Federation, MDAs are to compile and submit an up-to-date list of such officers,” the statement read.
The memo explained that the audit aims to support structured staff mobility and enable effective human resource planning by accurately identifying current and upcoming vacancies.
Submission deadlines were also outlined:
Directorate-Level Officers (Grade Levels 15–17) must be submitted within three days of the circular’s date.
Officers on Grade Levels 06–14 must be submitted within two weeks.
Additionally, IPPIS Human Resource Desk Officers are instructed to update employees’ grades, positions, and appointment dates to ensure data accuracy on the IPPIS platform.
Permanent Secretaries and Accounting Officers are expected to ensure full compliance and timely submission of the required data to guarantee the success of the exercise.
