Outrage swept through Minneapolis after a U.S. Immigration and Customs Enforcement (ICE) officer fatally shot a woman during an operation in the city, sparking protests and sharp rebukes from state and local leaders.
The victim, identified in local reports as 37-year-old Renee Nicole Good, was said to have been shot at close range while attempting to drive away from federal agents who had stopped her vehicle.
Video circulating online shows a masked ICE operative firing three shots into a Honda SUV, which then lurched forward and crashed into parked cars as shocked bystanders yelled in disbelief.
Federal authorities swiftly defended the shooting, claiming Good attempted to run over officers.
The White House characterised the incident as a thwarted domestic terror attack, a claim Minneapolis Mayor Jacob Frey flatly rejected, using unprintable language to dismiss the allegation and accusing federal officers of operating without local consent.
Demonstrators flooded major streets in the freezing temperatures, waving placards reading “ICE out of MPLS” and calling for an end to federal immigration raids in the city.
ICE, a central pillar of President Donald Trump’s crackdown on unlawful immigration, has faced mounting resistance from states and cities unwilling to support large-scale detentions and deportations.
Last year, the federal government expanded ICE’s ranks, prompting concerns about training quality and accountability.
Homeland Security Secretary Kristi Noem maintained that Good had been tailing immigration officers throughout the day and escalated tensions by allegedly using her vehicle as a weapon.
“Any loss of life is a tragedy,” Noem said, while insisting the shooting was justified.
Minnesota Governor Tim Walz condemned what he called a “propaganda narrative” from Washington and pledged a thorough investigation into the killing.
“Our state will ensure answers — and accountability,” he said.
Eyewitnesses recounted harrowing scenes moments after the gunfire.
One resident reported hearing shots before seeing emergency responders pull Good from the vehicle.
Another described a passenger emerging from the car visibly injured, as a medical professional on site was prevented from approaching the victim.
The shooting occurred amid ongoing protests against aggressive immigration sweeps.
Federal authorities said nearly 2,000 agents had been deployed in Minneapolis for enforcement operations this week.
While DHS blamed rising hostility on anti-ICE activism, Good’s family insisted she had no link to organised protests.
Her mother, Donna Ganger, told local media her daughter was likely overwhelmed and frightened and rejected claims she intended to harm officers.
Trump has made immigration enforcement a signature agenda in his second term, empowering ICE to conduct nationwide raids and fast-track deportations. Civil rights groups say the agency’s tactics have veered into militarised policing.
Wednesday’s death follows a similar incident in Chicago late last year in which an ICE officer shot a man federal agents alleged resisted arrest during a vehicle stop.
Investigations into the Minneapolis shooting are now underway as protests continue.
