The Ondo State Government has introduced a new policy mandating university degrees for certain civil servants seeking promotion to Grade Level 15 (GL.15).
Effective from January 1, 2025, the policy allows officers in the Intermediate, Executive, and Superintendent cadres—across ministries, departments, and agencies—who possess relevant university degrees to advance to GL.15.
This development follows persistent appeals from civil servants who acquired higher qualifications but were previously barred from progressing beyond GL.14.
The approval was confirmed in a circular signed by Mrs. R.O. Dare-Atunse, Permanent Secretary of the Office of Establishments and Training.
According to the circular, only officers whose degrees are directly related to their job functions and who have spent at least three years on GL.14 will be eligible.
However, the government excluded officers in the Superintendent and Technician cadres within the health sector from the current implementation, pending further directives.
The circular also emphasized that promotions will depend on available vacancies and adherence to the existing schemes of service.
Accounting Officers across MDAs have been instructed to widely disseminate the directive, while concerned officers and members of the public are advised to seek clarifications from the Office of Establishments when needed.
